Shawn, as usual, has the right of it. You want to use a toggle. The rope should be long enough that the toggle is far enough out from the end of the boat that boat could rotate 360 degrees on axis. Thus, the further away from the end you put the hole, the longer the rope must be and the longer it hangs down.
