I have used 3M Super 77 Spray Adhesive to glue the 2" Velcro pile to the minicell and epoxy to glue the Velcro hooks to the hull with no problems.
I use Super 77 also to glue foam-to-foam and foam-to-epoxy. The glue bond is stronger the minicell.
