Minicell is not wood.
So why do you think that an adhesive which works well with wood is going to work with this material, too?
There are many plastic and rubber compounds which epoxy does not bond to. In some cases this is because the materials are more flexible than the epoxy, and they simply peel away.
If the manufacturer recommends Pliobond, then use Pliobond. There are probably several other contact type cements which would work too. Since you are joining two layers of material which are very resistant to most solvents, you can not use a glue which hardens by solvent evaporation, so you NEED to use a glue which hardens by either a chemical reaction (like epoxy) or a contact cement. Contact cement is fast to apply, and it needs little or no clamping.
