The edges of tape are pretty ugly. It won't hurt to remove them.

Sand the loose edges by hand and you should be able to remove whatever is coming up without getting into the surrounding area. Then put two coats of epoxy over the area you've sanded to seal things.

Since this is the interior you don't need to hurry with putting any varnish over this. In a year or two -- or the next time you varnish the entire boat is soon enough. Of course if you want a nicer finish you can varnish this sooner, too.

You can amke a "Custom" sanding pad for this appliation with little effort. Get a piece of plasti foam at a craft shop, or use a chunk from a sheet of foam insulation. Something a bit larger than a bar of soap will be fine. Lay a sheet of 80 grit sandpaper with the grit side up over the area you want to sand, folding the sandpaper to fit around the seam. Hold the sandpaper in place as you slide the foam along the grit on the sandpaper. After a few passes your foam will take on the shape of the work underneath it. Then remove the sand paper from the work area, wrap a fresh piee of sandpaper around your newly shaped foam sanding block (grit side out, of course) and go after your loose edges.
