Sure it's mildew?

There are lots of microorganisms in salt water that can get your gear smelling pretty ripe. As Ben mentioned, Sink the Stink works well. McNett (maker of AquaSeal) also has a new microbial anti-stink formula out.

Some guys also swear by Febreeze.

I tend to paddle mostly in fresh water, and avoid most of these stink problems. When I do play on the coast, I rinse my gear with StS when I get home.

Kerosene, all joking aside, is probably pretty harsh on neoprene and nylon.
