I paddle exclusively in the ocean and I've found that if you get your gear fully immersed in sea water for 5-10 minutes and let it dry WITHOUT rinsing in fresh water, the salt content kills anything smelly. After it's fully dry, when you rinse in fresh water, you have to make sure it dries quickly or the smell monster comes back. It's when I rinse off my gear and it doesn't have a chance to dry - like when I rinse it off at night - that it starts to smell.

The wet suit shampoos they sell at dive shops to work pretty well too, but you still have to make sure it dries right away.
