Here's a link to Vaclav's site where he details building a CF rudder, although it seems you just want to build a bracket. You can use the same technique to build a CF bracket.

FYI, my seal-line was installed by drilling a hole through the endpour. I only had to cut 2" off the stern so that there was enough thickness to drill through.
