I've used the 15 minute epoxy before, and although it made for a decent bond, it would soften when it got hot out and I would lose a hook. The epoxy on my kayak never softens when it gets hot, so when I replaced the hooks with ones like you describe I also bonded them on with the slow cure epoxy. I haven't had any problems since.
