Boats being built for sale must follow USCG regulation. Back yard builders are "asked" to follow guidelines from the USCG for safety. Kayaks have no safety regulation as per say, but under Federal Regulation those built for sale must have two HIN. One stern starboard, the other out of the way inside. You guys building at home wanting to use a HIN are under your state regulation (or jurisdiction) and must apply though your state. If your state doesn't have any regulation, don't worry about it. Signing your name under the epoxy is just as good, maybe better!. For those states that do, they will be more than happy to get your $25.00 or what ever they are getting for registration, and they will asign you a number.
