Material: Water damage under pads?

I need to start padding out an existing and a soon-to-complete boat. Since glued-in minicell appears to be the choice for the vast majority, I'm assuming it doesn't cause any problems. I'm wondering why not- can water get trapped under a pad, damage the wood? I've seen at least one post that looked like this was happening at a hatch seal. I would guess that a full contact-cement bond might keep water from getting under, but I am looking a carved seat instructions that suggest gluing around the edges only. Any particular techniques to avoid water damage?
