From what I've been told, polyester doesn't stick very well to anything but more polyester. Epoxy has better adhesive qualities, so sticks to other things better. If the epoxy is cured, there won't be a lot of open molecules for the polyester to bond to.

Do you want to use poly for its cost, or for some other reason? Both Raka and US Composites have very affordable epoxies--$35/gallon in medium volumes--compared to the $25/gallon you usually pay for polyester, epoxy's other benefits are more than worth the slight additional cost.
