Well, epoxy over epoxy does not have a chemical bond either, it is all mechanical and in both cases (e over e or poly over e) you need to sand the epoxy before coating with just about anything. The only chemically bonded finshes that I am aware of are lacquer, shellac and waterbased varnishes. They will chemically bond to each other and form one continuous film regardless of how they are applied. Other finishes need mechanical means of adhering and require sanding in between coats.
