Hi Brad, I sand my boats with 80 grit then 120. When I want a super smooth surface, I use a longboard to hand sand the wood to near perfection. Cloth, epoxy and varnish will not fill in low spots just as they won't cut down on high spots. Before applying cloth and epoxy the wood surface is telling you "what you see is what you get". If you have just a few spots that are really too low for comfort you could glue in some matching thin strips and resand to obtain a smooth and fair surface but it will probably be visible to the trained eye.
