First you should determine if it is blush on the surface or a cloudiness in the epoxy.

Amine blush forms a waxy or oily coating on top of the epoxy. To remove it I use warm water with a few drops of vinegar and a "scothchbrite" scouring pad. Then I rinse with clear water and dry with paper towels. If I need to add another epoxy coat, I first sand with 120 grit to get bit of "tooth".

If the surface isn't "waxy" then the problem could be humidity trapped in the epoxy. Apparently this can be eliminated by heating the surface with a hot air gun to dissipate the humidity. I have never had this "cloud" problem myself, just amine blush.
