Drat! Someone's beat me to it, huh? I've had ideas in mind to build a box like that, too. I'd make the bottom out of expanded metal so I could put wet kayak gear in it to dry on the fly.

Another idea I had was to replace my Thule fairing with a stripped fairing. It'd be a simple project to do with left-over strips, inlaid with a Jesus fish. I was thinking of making a form of some sort that approximated the curve of my current fairing along the front edge, but then morphed into a straight line at the front roof rack bar. It'd do a smoother job of easing the wind over the car than the simple bent plastic thing Thule sells for $85....
