It sounds like you want a short double or long single. According to my sources, "Lofting" by Alan Vaitses, it's better to stretch than shrink... probably because you stand a better chance of maintaining fair lines when you stretch. Stretching a design is not that uncommon. You could search the Board and Archives for first-hand accounts. You basically position the forms at a slightly wider interval than spec. Check fairness by laying a batten over the forms to see if it touches each station. The strips will tend to fair themselves (they won't naturally want to bend inward on an unfair curve) anyway.

Short doubles can happen if you allow the feet of the rear passenger to go on either side of the front passenger. You'd have to sketch it out on paper to make sure it's workable though... Longer boats are faster and more fun to paddle IMHO.
