Hi Nick, 15oz sound like too much. I have two layers of 3.2oz stainweave inside and out with an extra layer on the bottom and the boat is very rigid and light. Multiple layers can be kind of a headache because you will get bubbles in any slight depression in the previous layer; epoxy will ten to pool there.
Be sure to check Ted Henry's test results at www.kayakforum.com/cgi-bin/Building/index.cgi/noframes/read/82692 For what you described, I would probably try a variation of Sample 6 with a second layer over the football.
