It's a little hard to tell from the picture you posted but I'm thinking the trapped person could have bailed out over the gates and swam to the side leaving his boat to the mercy of the water. The water looks rough but he would have been tossed out of harms way in good time. I suppose a move like that takes some degree of guts. Better to read the signs and take the hint. Just a thought.
