It sounds like you have a beautiful wooden boat with bad fiberglass/epoxy. The amine blush just at the seams is a little perplexing. Recently there was some discussion on how to remove the fiberglass from a wood strip boat. You might want to search back on that thread. The best method involved a heat gun and stripping the softened covering off with pliers in long strips.

I'd lean towards removing the glass/epoxy, sanding the hull back to its original beauty, then re-glassing using the best epoxy and techniques that we have 30 years later.
