If you give us the brand and the model we may be able to find out what it is and how old.
Also, have you got any ideas about what caused these "thin spots"? Damage on the deck would be unusual. Could the boat be suffering from sunlight degradation or even old age?
Epoxy and fiberglass are not cheap so some judgements have to be made as to what is restorable and what isn't.
