I agree. Strip it off and redo the fiberglass. It can be sanded off, or heated and pulled off...sometimes a combination of the two. I don't think it will be as bad as you think to do...and will turn out beautiful. Get after it...times awastin'. Back in about 1974 my brother built a beautiful wood strip canoe from redwood. He fiddlefarted around for several years after that, never fiberglassed it, and it eventually got tossed around, broke up, and ruined. He regrets that to this day.
