Actually, I've seen two different types. One is made in Australia by a company called Triton (see pic), they also make a "Precision circular saw" for exactly this purpose. I have one and it is the best circular saw I've come across.

Another is made by a company in Western Australia, this one has a cast steel top, I can't remember their name off hand.

Both these kits come with all the standard safety features such as emergency stop switches, guards, and riving knives.

It is possible to build a saw table that is as safe as a store bought table saw, but these safety features should be included (as I included them in the one I made). Accuracy can also be a problem if the design isn't well thought out.
