Basically, it amounts to decoupage if you think about it. Just a hunch, but shouldn't you be able to go ahead and fill, get a really nice smooth surface, and then apply your rice paper to the hatch carefully wetted down and bubble-free, then top with another coat or two of epoxy on the hatch only?
