Try the utility knife first, I think once you see how easy it is to cut the semi-cured tape you won't want to bother with the Dremel tool. If you do use the Dremel I wouldn't use a sanding head on green epoxy, it can cause white marks that won't ever clear when you get sanding dust mixed in with partially cured epoxy. A cutting head on the Dremel might work but I would much rather have a sharp box knife anyday.
