Sounds like you may have some more direct leads tomorrow, but if they don't pan out, I'd suggest one of two options: 1) Buy one of the wider/flatter plastic snap hooks from Ted's Seattle Fabric Store suggestion and Dremel off the loop base and spring clip, then drill and countersink a mounting hole on the backside, or 2) Do a Pygmy kit trick, and cut one of the commonly available plastic padeyes in half, leaving a hook with one screw hole. Though these solutions could have the downside of being susceptible to rotating - with only one mounting hole - I wouldn't think it'd be a problem with the light loading a paddle park would present.
