chuck, time till sanding is temperature dependant as well as time. Wear a respirator and if it doesn't ball up it's cured enough. Use a ROS.
I've put epoxy on partially cured epoxy without sanding,,it was fingernail hard but couldn't sand without balling up. After that putting on on subsequent coats occured with light sanding. All this with non blushing epoxy,,once you've got blushing epoxy you HAVE TO REMOVE THE BLUSH,,but that's not hard, warm water works fine.
sanded and unsanded epoxy will look like crap,,varnished epoxy looks great. If you sand only to where it's feels 80% done you'll be better off trying to get 100% and accidentally doing 150% in some small areas.
