Have you considered using the bladers from wine casks?
Cheap wine is available in 2 L casks (cardboard box with a blader inside) in Australia and these bladders would be ideal for providing colapseable flotation.
If you contained them in a mesh bag they would be secure.
Mostly the wine is terrible (OK I drank a bit of it when I was studying) but there are some types which are pretty drinkable.
