Well, the easiest way to fix some things would be to cut an access hole, and then later use that hole as a hatch, and the acces panel which was removed as the hatch cover.
Or, just reseal the access hole with the piece that was cut out. To do that you would have to install some kind of interior rim, jsut as you would need for a hatch, so the access panel droped back into a flush position. Instead of a gasket under the "hatch", though, you would put a bead of thickened epoxy. Press the access panel cut out down on that until it was back where it belonged, and patch the kerf line where it was cut out, overlapint the seam with a strip of glass fabric for strength.
It is not a neat or fancy way to do things, but it DOES allo you to make repairs.
