On the part of the sellers, that would only be a feel-good measure though eventually it could become a liability issue. I believe rental agents could go a step farther and require thier agents as well as the potential customer to participate in some sort of pre rental safety class, on land, prior to launch which would be a hell of a sight better than putting a piece of paper in the boat that I suspect would be discarded outright and at the very least not heeded, and saying we did our BEST. Is that the best we could do? If so, the responsible kayaking community is in a sad state of affairs.
