I think at some time, the US Coast Guard is going to have to put something out - like a DVD. It could be done in conjunction with the ACA - but a US funded project.

With the price of DVD duplication dropping by the minute, I would bet after shooting and production costs (about $6,000) DVD dupes could be made for about a dollar in mass quantity. Add that dollar to ever paddle craft sold and have them issued out with the purchase of every paddle craft.

The DVD would have to cover all the appropiate safety kayaking factors including the limitations of the rec (no flotation) boats being sold.

I also think the US Coast Guard is going to have to do something about the lack of flotation issue with the plastic toy kayaks that are taking people's lives.
