Another option, that would create far less glass and epoxy dust, would be to simply cut (carefully) around the edges of the patch area , then peel back the old glass, using a heat gun to soften the epoxy. You still have to sand some, to feather the cut edges, but not as much as sanding the whole area. Then put on a local patch, let cure, feather smooth again, and put on your final glass layer for abrasion protection.
