Do a web search on polyethylene adhesive.

There was a discussion here awhile back about N-Bond, permabond, and MasterBond; which will bond to polyethylene and polypropylene.

Or, you can heat weld it with hot air or a soldering iron. Search deja.com on rec.boats.paddle...there were a few Dutch or German ww kayakers who used to chop and weld old whitewater kayaks. There must be someone in the greater Vancouver area who does hot air welding.

I have glued kevlar skid plates on Royalex canoes with epoxy, but I think Royalex/Royalite/ABS has higher "surface energy" than PE or PP.
