Sorry, I seem to have confused my facts on that point. My error.

This does not, however, change the basic point that someone failed to speak up at some time. We need to change the system we use to one where everyone gets the information that it's too dangerous to do things at certain times. In reality, all this needs is that people be required to look at the local notices (like pilots have to look at NOTAM's) of conditions and restrictions (we could call them C-NOTE's - Conditions NOTices to Everyone).
