Hi Gary. Good observations. I had to remove patches of starved glass last summer and the scraper was just the ticket. I was able to dig in just the right amount; it would have been a real hassle using sand paper only. I have found a sharp chisel and also the blunt edge of a utilty knife to work well too. I once got a tiny shard of epoxy in my eye from scraping (er, chipping) epoxy globs so, depending on how you're doing it, it's worth wearing safety glasses.

You want to sand fully cured epoxy with ~100 grit before applying subsequent coats in order to get a good bond.
