I found it easiest to work with the boat secured at seated-shoulder height, but on edge. You work with your head and one arm (only) in the boat. This should work well with the spot-tack-then-fillet method.

Also, I think you should tape over the fillet for strength. If you use short lengths of overlapping tape this is not too difficult. Trying to get long lengths or god forbid a continuous strip all the way around to lay flat is impossible.
