The slipperiest finishes for power boats are those with Teflon in them, but they are all opaque. Graphite finishes are also slippery, though not as much as teflon, and, again, not exactly clear. For a nice clear, and even polishable surface I would try Interlux Perfection, a 2 part clear poly, it's rock hard so it will stay smooth longer than soft varnish.
