Use masking tape to out line the 1 or 2 inches you want on the deck. Paint the hull and up to the tape with 2 or 3 coats of marine enamel. Remove the tape and varnish the deck over lapping the edge of white paint to the shear.At least 3 coats of varnish.

There are many good brands of paint and varnish. Get something local and go for it.
