I almost always (99.999%) let the fillet harden before applying the tape, or fiberglass. So...naturally I disagree that it's best to apply the tape while it is soft. I believe in building fast by going slowly and not making mistakes, or doing things that I have to redo, or fiddle with a lot. Of course there are a number of right ways to do fillets and apply tape/cloth. Consider your options, make an informed decision, and go from there. If it doesn't work like you wanted...do something different next time. It's no biggie.
