if the deck shape is not predetemined by the plans or offsets, about the best way is from the hull itself. but the hull needs to have something to give some form of shape - hence the hope that sheerclamps will bend symmetrically and allow an oversize deck to be trimmed back to a good shape. (as you are saying/implying anyway)
but if the sheerclamp process was desired because of familiarity and the deck shape was known, one could just use multiple short (say 4" plus or minus depending on curvature) sheerclamp blocks that would allow odd sheer shapes. wouldn't get the stringer effect, but the strength is there from the panels anyway. you'd want to fit them tight to keep resin volume down. make them big or small or taper down where not assumed needed.
