The Arctic Hawk gets around it by laying down a couple strips of 4mmply AFTER the hull is developed. I really never considered the limitation until I tried to make my own s&g design and saw the tension the sheer clamps impressed down into the ends,,and how that deviated from the computer drawing. Thereafter building the Merganser which had no problem developing flare at the ends without a forming bulkhead drove home the restrictions that spread/tensioned sheerclamps presented. Although the Merganser could use them in the ends to eliminate some fiddling with the deck panels.
The possible assymetry of the sheer clamp really isn't a bother as that the first couple feet of hull is pretty much committed to a particular shape. So if you want a little more volume with a tad more height to the bow it can't be done without significantly increasing total volume or windage. Or if you want a bit lessened V in the bow at the waterline to reduce weathercockng or broaching without having a bow dissapear in 1" waves it requires getting the bow UP there since the first feet are a pretty tight angle.
