You might want to try a rotary fabric cutter, like those made by Fiskars. You can get a cutter and a matt at any fabric or craft store. If find that they work well for fabrics like 9-13 oz. polyester and Dynel. They even work for fiberglass, though it dulls the cutter pretty quickly. Kevlar is not glass, so it shouldn't dull the cutter as quickly.
