Easiest way to secure things inside a kayak is to epoxy some tie-down tabs into the boat. The tie-down tabs are nothing more than a folded 5" to 6" piece of nylon web strap, or a short length of nylon or polypropylene rope folded to form a loop. You can use a drop of hot melt adhesive to hold these in place, or use some dut tape or masking tape to do the job. Then paint over the ends with some epoxy. For better holding, and a neater look, you might drop a path of glass cloth over the ends. Just leave about 1/2 inch of the loop free. Put two or three on the left side of the boat, the same on the right side, and one or two on the inside of the hull bottom and the deck.
You can repeat the process a foot or two further forward, too. This gives you yet another location to tie things into.
These tie down tabs are small, soft, won't retain water, and out of the way so you can't get caught in them.
Once the resin has hardened you can thread a rope, bungee, or nylon web strap through the loops, criss-crossing the interior of the boat in a spiderweb fashion. This will serve to keep flotation bags of any type secured into the bow and stern areas.
If you want a really classy look, make some wood tie-down points and epoxy those into place. Just ask if you want some ideas on making these.
Thread these with short bungees which can hook together with each other.
