I don't know, the plug sounds like a pain to me; you would have to put a flange along the recurve or the keel in order to get the glass off the mold. I hunted for canoes at the Goodwill and yard sales for a while. You can find Coleman canoes at Costco for a few hundred bucks. Buy it on credit and pay it off over time.
You might be able to find a S&G or SOF design that can be built for that. Depending on your geographic location, your wood materials could come in under $200. Epoxy and fiberglass is going to blow the budget though. I would pick up a Wooden Boat magazine and get inspired... you don't have to be a master woodworker to pull of one of these boats. Many of the tools can be rented or borrowed.
