Tullen Industries of New Zealand make some general purpose shears that work really well on kevlar and fibreglass. They are inexpensive, and feature hardened alloy steel blades.

I finished a 7.8 metre (26 foot) strip planked trailable yacht glassed with tri-axial glass inside and out, using them, and coated both rudder and centreboard with both kevlar and carbon, also using them to cut the fabrics.
