Here it is at the last moment. I took this so you could see how I work the shavings up to the edge. Next I run the 1/2" chisel along the edge to clean out the shavings and keep from going past the outline.

The two or three white chunks in the middle are where the chisel dug in just a tad. The second layer of ply was very very soft and I had to be careful so that the chisel did not dig in. It's actually easy to do this in cedar strips as well, but the chisel does want to dive and you have to be very careful. Also the grain plays a big part. Good tight grain will be easier to route out with a chisel than a wide grain with lots of softer wood.
