You need to sand in between coats because epoxy works by mechanical adhesion rather than a chemical bonding. When you get to partially set epoxy and new epoxy going over it (i.e. "green" as the previous poster said) I have no idea if there is a chemical bond in that case. In the case of epoxy that has set, there is no chemical bonding of layers.
