Yes and No.

If the epoxy is fresh (overnight cure) water can fog the epoxy. If it is dent proof to fingernail pressure it should be ok. Just be sure you don't get gas, 2-cycle oil, suntan lotion, crude oil, road salt or other gunk on it that will interfere with the finish application. A quick wet sand with soapy water might be good insurance before applying the varnish.
