I believe in most places any life vest only counts on a kayak if you are wearing it. This might be wrong, but someone else can clear this up. The other thing is that type III vest aren't meant for paddling, just floatation in an emergency. Thus, life vests for paddling, during which the government, and me, think you should always have a vest on, are always classified as type V so that you wear them.
