Hi Grant. Wow, that is a really elaborate project. I've used the same epoxy but generally not for wetting out fabrics. I use it for fillets. The greasy finish is known as "blush". It should wash off with soap and water. Non-blush epoxies are available. The fisheyes are very likely the result of applying epoxy without adequately removing blush from a previous layer. I haven't experienced long dry times; make sure you have the proper ratios. I believe that formula is 4:1. I measure with plastic syringes used for dispensing children's medicine.

Get a different brand at a marine hardware store (like West Marine) or order it online. Some good brands are Raka, System Three, West and MAS. I hope this helps.
