I got one at a "dollar" store, obviously for a buck, and use it on my motorcycle. It is not real large but would work fine for a kayak if you cut off the steel hooks and replaced them with something more water resistant. YOu could just lace it to the deck lines with regular rope, for example.

For something larger, You could check the automotive depat. at Wal-mart. They usually ahve a "cargo net" made form bungie material which is designed for holding things in the bed of a pickup truck. Again, you'll want to replace the hooks, and maybe cut it in half, as a kayak is not as wide as a truck. Of course that would give you a net for both the front deck, and the back one--which might be a good thing for you.

You can buy 1/8th inch bungie cord and tie it into a net if you want to make your own. Thinner elastic cord is available at JoAnn Fabrics, and other fabric stores. This would make a lighter weight net which would be suitable for holding down charts.

Have you considered using toggles to tighten regular (non stretchy) rope? You can buy nylon netting or loosely woven net fabric--such as used for laundry bags--at a fabric store. Stitch a rope into a hem and you can tie that to your deck lines, and tighten things down by sliding the toggles.
